Making homes warmer, healthier, and greener

We are supporting residents in our region to make energy efficiency improvements to their homes.

Our first major capital investment programme was our £9.92 million domestic retrofit initiative that’s transforming homes across our region.

Working with all 17 local authorities, the project has made homes more energy-efficient, healthier, and more affordable to heat and power — helping residents reduce their energy bills and cut carbon emissions.

Why retrofit matters

Improving energy efficiency of homes in the region is one of the fastest, most effective ways to:

  • Reduce fuel poverty and improve living standards
  • Cut carbon emissions and progress toward net zero
  • Improve health and wellbeing by keeping homes warm and dry
  • Save public money by reducing pressure on health and social care services

Delivering real results across the East Midlands

Our Retrofit Programme has exceeded all its goals, thanks to strong local partnerships and a place-based approach that reflects the needs of each area.

Target Area Original Goal Achieved
Homes signed up for upgrades 685 850
Energy-saving measures installed 600 837
Homes improved to EPC Band C or above 411 574
Whole-house retrofits delivered 85 218
Homes improved by at least one EPC band 170 338
Total investment delivered £9.92m £10.1m

These achievements represent hundreds of households now living in warmer, more comfortable homes.

A partnership approach

The programme brought together all 17 councils in the East Midlands, each delivering retrofit projects tailored to their local areas.

The project’s success demonstrates the power of local collaboration, flexible funding, and devolved decision-making — putting communities at the heart of the region’s journey to net zero.

Next steps: building a greener East Midlands

EMCCA is preparing the next phase domestic energy efficiency — ensuring we continue to:

  • Support households to reduce energy costs
  • Create skilled local jobs in the retrofit and construction sectors
  • Deliver inclusive growth for our communities
  • Build a more sustainable, resilient regional housing stock

The East Midlands Retrofit Strategy was created as part of the Local Area Retrofit Accelerator led by Nottinghamshire County Council and Bolsover District Council.
